GIS Strengthening To Support Regional Transportation Studies and Highway Planning and Privatization

The Inter-American Development Bank (IDB) invites expressions of interest from consulting firms, or consortia, who wish to be considered for the provision of services to the IDB for the development of activities related to GIS Strengthening To Support Regional Transportation Studies and Highway Planning and Privatization. The project will focus on designing, developing and implementing additional GIS (Geographic Information System) solutions for supporting highway planning activities and the privatization program of the Government of Peru. The project will directly strengthen the ongoing activities of the Comisión Especial de Concesiones Viales – CECV (Special Commission for Highway Concessions) and the Oficina de Planificación de Transporte – OPLA (Tranport Planning Office) of the Ministerio de Transportes, Comunicaciones, Vivienda y Construcción – MTC and also the Instituto Nacional de Estadística e Informática – INEI (National Statistics and Informatics Institute).

Consulting firms domiciled in IDB member countries that are interested in being considered for the study are invited to submit information on the general background of the firm, prior experience in undertaking similar studies, specific experience in the area of the study, competent knowledge of the local language and the utilization of integrated teams drawing from local and foreign expertise.

Interested firms must include in their expressions of interest, a description of their recent and relevant experience in the following areas:

• Development of systems solutions for planning and decision-making utilizing geographic information technologies.
• Development of land use maps, integrating information from aerial photography, satellite imagery and census data.
• Remote sensing – in depth knowledge of recent available sensors and demonstrated use in pertinent projects.
• GIS-Transportation – experience in developing solutions for transportation planning and highway management (dynamic segmentation, network analysis, spatial analysis, transportation analysis and infrastructure management).
• Relevant experience in the area of capacity building and training – workshops, seminars, training material, etc.

The IDB procurement procedures limit a firm to participate in only one consortium. However, a given firm may be included in proposals from various firms as a subcontractor. The Expressions of Interest must present letters of agreement from all firms and individual consultants to be included on the team, stating clearly in the case of a firm if they are participating as part of a consortium or as a subcontractor.
