General Procurement Notice
The Government of Jamaica (GOJ) has received a loan from the Inter-American Development Bank (IDB) to assist in financing an ongoing effort to ensure that systems within the Public Sector are Y2K compliant and to develop contingency plans.
The Government of Jamaica's Public Sector Y2K program began in June 1997, and recognizes five critical sectors, namely, Health, Security, Public Utilities, Transport and Finance. All mission critical systems in these sectors have been made Y2K compliant. Agencies are now involved in fine tuning contingency plans with the assistance of local and international consultants.
It is intended that the proceeds of this loan will be applied to retroactive financing for Y2K expenditure in the Priority Sectors, as well as new financing for the procurement of goods and services in the less critical entities. This will be done through international and national competitive bidding and other procurement procedures, in accordance with IDB procurement procedures and guidelines.
The Y2K Remediation Program will be carried out over a fifteen-month period, beginning in December 1999, and will comprise the following components:

Reimbursement of funds spent in making mission critical systems Y2K ready;!
Replacement of non-compliant applications and computers in non-critical areas;!
Testing of renovated systems;!
Development of contingency planning activities to address possible systems failures and defects;

In accordance with the procurement procedures of the Government of Jamaica and the Inter-American Development Bank each invitation for the supply of goods or services will include:

A general description of the Project and of the specific services or goods which are subject to bidding.!
The proposed method of prequalification.!
The place, date and time at which tender documents will be available.!
The place, date and time for return and opening of bids.Execution of the program is the responsibility of the Year 2000 Project Office, Cabinet Office, and involves project coordination, financial management, administration and procurement of goods.
Where the estimated value of goods exceeds US$350,000 or consultancies exceeds US$200,000, advertisements will be placed in the United Nations publication "Development Business" and in a daily newspaper in Jamaica. Where the respective values are less than the above limits, advertisements will be placed in a daily newspaper in Jamaica.
