Invitation to Bid
This invitation for bids follows the general procurement notice for this project that appeared in UN Development Business No. IDB27-527/00 of January 31, 2000.
The Government of Jamaica (GOJ) has received a line of credit from the Inter-American Development Bank(IDB) towards the cost of completing Y2K renovation and it intends to apply part of the proceeds from this loan to cover payments under the contract No.1210/OC-JA Public Sector Year 2000 Remediation Programme. Part of the proceeds of this financing will be applied to eligible payments for ensuring the Year 2000 compliance of the Flight Information Display System for the Norman Manley International Airport. The GOJ Year 2000 Project Office is the Executing Agency for the loan. The Airports Authority of Jamaica (AAJ) will tender for all components of the FIDS Project on behalf of the GOJ's Year 2000 Project Office.
The GOJ Year 2000 Project Office (hereinafter called " the Purchaser") now invites sealed bids from eligible bidders for the supply, installation and commissioning of a Flight Information Display System at the Norman Manley International Airport.
Bidding will be conducted through the International Competitive Bidding procedures specified in the Basic Procurement Policies and Procedures of the IDB and is open to all bidders from eligible source countries as defined in the Bank's guidelines.
Interested eligible bidders may obtain further information from the address below from Wednesday, 2000 August 16 to Wednesday, 2000 August 30 during the hours of 9:00am to 4:00pm (Jamaican time).
A complete set of bidding documents in English may be purchased as of 2000 August 16 at a non refundable fee of $US100 (which does not cover the cost of the delivery). Payment should be in the form of a certified cheque or bank draft made payable to the Airports Authority of Jamaica.
International bidders may appoint a local agent to purchase and deliver the documents on their behalf. Alternatively the Airports Authority of Jamaica may courier the document at the bidder's expense; in this case, the bidder should provide to the Airports Authority of Jamaica, its account information for the courier service.

Bids must be delivered to the address below no later than 2:00 p.m. (Jamaica time) on Monday, 2000 October 2. All bids must accompanied by a bid bond in an acceptable form, in an amount equivalent to not less than two percent (2%) of the bid amount. It will not be necessary to submit bids in person since they may be sent by mail or courier. However the Purchaser is not responsible for bids not received thereof on or before the time and date specified for receipt of bids. Late bids will be rejected and returned unopened. Bids will be opened at a public ceremony in the presence of bidders' representatives who choose to attend at the address below at 2:30pm (Jamaica time) on Monday, 2000 October 2.
