Environmental Management and Water Quality Improvements in Coal Mining Operations

The Inter-American Development Bank (IDB), on behalf of the Japanese Trust Fund, is requesting expressions of interest for the provision of consulting services to assist the Environmental Foundation of the State of Santa Catarina, Brazil (FATMA), in the completion of a technical cooperation entitled AEnvironmental Management and Water Quality Improvement in Coal Mining Operations@ in Santa Catarina.
The works will consist in the development of a feasibility plan for the improved environmental management of active coal mining areas and the recuperation of approximately 4,700 ha of mined out areas negatively affected by mining operations. The plan will build upon a previous feasibility study for the recuperation of mined out areas. It will focus on interagency coordination and cooperation with the private sector in the development of environmental management plans for active mining operations and in the development of alternatives for financing pollution control and environmental restoration activities, which will include: surveying and mapping, evaluating hydrological and water quality conditions, technical studies, environmental management plans, polices and directives, technical training, economic and financial analyses, and strategic planning and institutional strengthening programs.
An international consulting firm (Japanese firm or Japanese-led joint venture) will be contracted that specializes in coal mining engineering and operations, with special expertise in pollution control measures for control of acid wastewater and heavy metals. The experts hired by the consulting firm must have capabilities in hydrogeology, water quality, institutional strengthening, strategic planning, economics, financing and Brazilian legislation.
The selection will follow the IDB=s standard bidding procedures and the regulations for the use of funds from the Japanese Trust Fund for Consulting Services. After reviewing of the expressions of interest, a shortlist of prequalified consulting firms will be invited by the IDB to submit technical proposals. Detailed terms of reference and pertinent project documentation will be provided to the shortlisted firms.
The following are the conditions under which these firms may present bids: a bidder, including its affiliates or firms belonging to the same economic or financial group, may present one bid for each tender for bids. If a bidder submits or participates in more than one bid in the same process, the offers of the bidders involved will not be evaluated. This provision does not restrict the participation of subcontractors in more than one bid. For this purpose, it is understood that the following form part of the same economic or financial group: those firms having directors, stockholders (with more than 5 per cent participation) and common legal representatives, and those that subsidize (or are subsidized) economically or financially by another firm.
Contracting will be done directly between the IDB and the selected firm, which will be responsible for providing all professional services indicated in the terms of reference, including subcontracting of all experts. A Japanese firm must be the principal or the leader (in the case of a joint venture). Under the consulting services agreement to be executed with the IDB, more than 50 per cent of the consulting fees and equipment must be of Japanese origin.
Consulting firms replying to this invitation shall be from the IDB=s member countries. Interested firms must submit the following documentation, in English or Portuguese (three copies):
