National Highway Program
Trunk Road Expansion

The Government of the Republic of Trinidad and Tobago has received a loan from the Inter-American Development Bank (IDB) for the partial financing of the National Highway Program (NHP), which consists of the rehabilitation of main roads, reconstruction of bridges and trunk road expansion works.
The scope of work of the consultants under this prequalification will be to provide feasibility and design consulting services for the trunk road expansion component. The trunk road works will consist of feasibility studies and designs for several projects.
Consulting firms from the IDB=s member countries are hereby invited to submit their expressions of interest with a view to being shortlisted by the Government of Republic of Trinidad and Tobago. Eligibility with respect to nationality will be determined in accordance with the rules applicable to the utilization of the IDB financing.
The consultants shall be responsible to the Ministry of Works and Transport (the executing agency) and shall undertake the work in accordance with the terms of reference and other documents to be provided subsequently to prequalified firms.

Any individual consulting firm or a joint venture wishing to prequalify must complete the necessary questionnaire. In the case of joint ventures, each firm involved must submit a separate questionnaire. Consulting firms or joint ventures applying for prequalification must be competent in English.
Applications will be evaluated in accordance with the following criteria:

General background and organization of the firm (15 points)$
Financial capability (15 points)$
Similar work experience (45 points)$
Prior experience in Trinidad and Tobago or in countries with similar conditions (10 points)$
Language proficiency in English (5 points)$
Use of local consultants (10 points)Any firm or joint venture scoring less than 65 points shall not be considered eligible for prequalification.
A shortlist of three to six firms will be prepared, and these firms will be invited to submit technical and financial proposals for feasibility studies and designs on the NHP trunk road expansion component. The terms of reference and other contract documents for the component will be made available to the shortlisted firms only. All firms will be advised of the results of the prequalification notice.
The Central Tenders Board reserves the right to cancel the present prequalification notice in its entirety or even partially, without defraying any cost incurred by any firm submitting its application.
Five copies (one original and four copies) of the completed prequalification questionnaire, in a sealed envelope clearly marked APrequalification for Consultancy Services for the Trunk Road Expansion Component, National Highway Program@, must be delivered to the second address below and deposited in the brown tender box located in the lobby of the Board=s office by 1300 hours on Thursday, 18 July 2002.
Expressions of interest will be opened publicly on the same day at the Central Tenders Board=s office. A representative of the firm may be present at the opening.
The Central Tenders Board reserves the right to reject applications received without signature, in unsealed envelopes or with alterations or erasures not initialed by prospective bidder(s). Late applications will not be considered.
