Mahaica-Rosignol Road Rehabilitation Project
Improvement of the Southern Entrance to Georgetown

The Government of Guyana (GOG) has received financing from the Inter-American Development Bank to commission a feasibility study, an environmental study and preliminary engineering designs for the improvement of the southern road system entrance into Georgetown. The present road system has completed its design life expectancy and has reached a high level of congestion and carries over 18,000 vehicles per day, with 20 per cent being heavy vehicles.
The existing 2-lane road is 38 km long and runs parallel to the Demerara River, being as close as 3 m to the river bank in some cases, where erosion is presently taking place. This road is the only link to the Cheddi Jagan International Airport, the mining town of Linden and the Southern Hinterland Region of Guyana.
The main objectives of the project are:

Carrying out a comprehensive site investigation, including the development and use of aerial photography, and producing topographical maps in suitable and acceptable scalesC
Investigation of all relevant environmental and social characteristics, including any resettlementsC
Detailed soils investigation and testing needed to produce adequate preliminary designsC
Evaluation of current public transportation situation in Georgetown (regulatory, institutional, capacity, quality of service) and its impact on the projectC
Prediction of traffic routes, road link flows, congestion, using Dynamic Traffic Assignment Model (DTAM) that can run under Windows 98C
Economic projections and traffic demand, using HDM4 for network economic analysis models for NPV, IRR and C/B, and the investment strategy of the proposed improvement of the southern entrance to the Georgetown road networkC
Determination of appropriate design parameters such as alignment and geometric characteristics, number of lanes, ROW, structures, drainage, hydrology, land acquisition, resettlement plans and environmental mitigation measuresC
Preparation of preliminary engineering designs, construction plans and TOR, including detailed scope of work for the final technical designs and the preparation of the bidding documents for lump sum contracts toward construction worksThe GOG now invites interested eligible consulting firms or joint ventures to submit their prequalification information providing evidence of eligibility, legal status, qualifications, experience, ability, financial resources and supporting services in order to prequalify for the selection to the shortlist to provide detailed technical and financial proposals at a date to be announced.

Interested eligible consulting firms may obtain a complete set of prequalification documents on the submission of a written application to the Technical Advisor, Ministry of Public Works and Communications (second address below), between 0800 and 1700 hours, except Saturdays, Sundays and Holidays, as of 16 July 2001, and upon payment of a non-refundable fee of G$ 15,000.
Submissions, comprising one original and one copy, must be placed in a plain sealed envelope, which should not in anyway identify the party, clearly marked on the top left hand corner
