URBAN DEVELOPMENT PROGRAMME

PROJECT FINANCING : IDB US$20M

 

The Government of the Co-operative Republic of Guyana has received a loan from the Inter-American Development Bank towards part of the cost of the Urban Development Programme.

It is intended that the proceeds of this loan will applied to financing the procurement of goods and services in relation to the upgrading of Municipal Services and Infrastructure Works in the six (6) urban centers. This will be done through International, National Competitive Bidding and other procurement procedures in accordance with IDB Procurement Procedures and Guidelines.

The Urban Development Programme will be carried out in Two (2) Phases over a five-year period beginning in August 2000, and will comprise the following components:

    1. Property Tax Assessment Reform
    2. Technical assistance and training to municipal governments
    3. Municipal Infrastructure Services rehabilitation
    4. Re-organisation and strengthening of the Ministry of Local Government and
    5. Regional Development

    6. Strengthening the Programme Executing Unit

In accordance with the procurement procedures of the Government of the Co-operative Republic of Guyana and the Inter-American Development Bank, each invitation for the supply of goods or services will include:

(a) A general description of the project and of the specific services which are subject

to bidding

    1. the proposed method of prequalification
    2. The place, date and time at which tender documents will be available
    3. The place, date and time for return and opening of bids.

Execution of the programme is the responsibility of the Programme Execution Unit, Ministry of Local Government and Regional Development, and involves project co-ordination, financial management, administration and procurement of goods and services.

Where the estimated value of goods exceeds US$350,000 or consultancies exceeds US$200,000, advertisements will be placed in the United Nations Publication "Development Business" and a daily newspaper in Guyana. Where the respective values are less than the above limits, advertisements will be placed in a daily newspaper in Guyana.
