Guyana Power & Light, Inc. (GPL) intends to award contracts for the supply of distribution transformers as part of the procurement for the development of the electrical system in Guyana. An important element of this development is the planned provision of electricity to approximately 40,000 currently un-served customers over five years under the Un-served Areas Electrification Program (UAEP) GY.0065. Significant funding for the UAEP is to be provided by the Government of Guyana, which is seeking a loan from the Inter-American Development Bank (IDB) for that purpose, and the proceeds of that loan will be used for the partial financing of the contracts. GPL is also seeking funding from the IDB and other financial institutions to support the GPL system development.

GPL now therefore invites sealed bids for single phase distribution transformers 13.8 kV/120/240 V of ratings 25 kVA, 50 kVA, 100 kVA and 167 kVA, including dual voltage versions suitable for operation at the above primary voltage as well as at 11 kV/50Hz. The transformers of ratings 25 kVA, 50 kVA and 100 kVA shall be fitted with internally mounted low-voltage circuit breakers and high voltage protective links.

Transformer with ratings (kVA) and quantities indicated:

$Tranformers 13.8 kV/60Hz: 25/825 Nos.; 50/462 Nos.; 100/27 Nos.; and 167/3 Nos.

$Tranformers dual voltage: 25/45 Nos.; 50/60 Nos.; 100/15 Nos.; and 167/3 Nos.

The above goods are to be delivered in three equal parts over a period of 14 months starting 14 weeks from award of contract.

Bidders shall have manufactured distribution transformers for the last ten years and shall have manufactured the types specified over the last five years. Bidders shall be financially sound and shall submit audited financial reports for at least five years preceding the date of bid submission. Full details of qualifying requirements are included in the bidding documents.

Interested bidders may obtain further information from and inspect the bidding documents at the Office of the Contracts and Supplies Manager, GPL, at the address below.

A complete set of bidding documents may be purchased by any interested bidder or an authorized representative on the submission of a written application to the same address and upon payment of a non-refundable fee of US$ 30 or G$ 5,500 either in cash or by cashier=s check in favor of Guyana Power & Light, Inc. The documents will be available on all working days as of 3 June 2002, from 0900 to 1700 hours.

Bids must be delivered in sealed envelopes, clearly marked ABid for Procurement of Distribution Transformers for GPL Electrical Distribution System - IFB Ref. GPL-DM-003@ to the Contract and Supplies Manager, at the address below, by 1400 hours on 25 July 2002. All bids must be accompanied by a security of US$ 5,000 or G$ 1,000,000. submitted in one of the following forms: (a) a Bank guarantee or irrevocable letter of credit issued directly by a reputable bank, in the form provided in the bidding documents, or (b) a crossed bank draft/payorder/bank certified check.

Bids will be opened at 1500 hours on 25 July 2002, in the presence of the bidders= representatives who choose to attend, at the same address.

GPL reserves the right to cancel/withdraw the invitation for bids without assigning any reason and shall bear no liability whatsoever consequent upon such a decision.
