Administration Of Justice Program
General Procurement Notice
Loan No. 1332/OC – BA
The Government
of Barbados (GOB) has received a loan in the amount of US$8.75 million from the
Inter-American Development Bank (IDB) to assist in financing the modernization
and strengthening of the administration of justice in the island.
The
Administration of Justice Program will be carried out over a four-year period,
beginning in the second quarter of the calendar year 2002, and is comprised of
the following three (3) components:
1. Sector
Management
- A modern information and document flow system will be established that will
include a computerized court management system, enhancement of court reporting
and recording capacities, and the establishment of a sector-wide information
exchange and management capability.
Procurement
opportunities will exist for the provision of IT solutions for the above activities
and consultancy services in court reporting, change management and court
management.
Collaboration
between government agencies and civil society organizations will be expanded in
such area as foster care, after-school programs, youth training, conflict
mediation and crime prevention.
2. Access to
Justice
– The program will support the introduction of modern case management, in which
the judge will take an active role in working with the litigants for a speedier
resolution of the case, as well as alternative dispute resolution (ADR).
Procurement
opportunities will exist for the provision of services in the above activities,
ADR, and for a consultant to evaluate the feasibility of a public defender
system.
3. Youth and
Rehabilitation – The program features innovative investments aimed at
providing at-risk youth with employment and positive social skills, in addition
to modernizing the justice system.
The loan
resources will help finance consultancy services for re-organization and
training of the Probation Department and consultancy services for the reform
schools in the areas of staff training, vocational instruction, and new
curriculum development. A post-release
program and manuals for inmate rehabilitation will be designed for young
offenders.
Limited civil
works investments will renovate the existing facilities and/or construct new
facilities in which to provide intensive rehabilitation of low-risk youth
including academic and vocational training, remediation instruction, and social
counseling for adolescents to prevent them entering into serious criminal
lifestyles. Existing agriculture and
training facilities serving the prison population will be upgraded.
The execution
of this program is the joint responsibility of the Office of the Attorney
General and the Ministry of Home Affairs and will be effected through a single
Program Technical Unit referred to as the Justice Improvement Programme
Secretariat. Special Procurement
Notices (SPNs) for works in excess of US$1.5 million and for goods in excess of
US$250,000 will be published in Development
Business and IDB Projects Online.
SPNs for Consultant Services in excess of US$200,000 will also be
published in Development Business and IDB
Projects Online. All procurement
notices will be published in the country’s local press. (SPNs) for Goods and Consulting Services
related to Programme execution by the PTU, Judiciary, Ministry of Home Affairs
and the Office of the Attorney General will be published between the second
quarter of 2002 and the third quarters of 2004.
