Supply of GPS Equipment and Execution of Geodetic Survey

The Cooperative Republic of Guyana has received financing from the Inter-American Development Bank (IDB) toward the Agricultural Sector Program. It is intended that part of the financing proceeds be applied to eligible payments under the contract for which this invitation for bids is issued.

The Government of the Cooperative Republic of Guyana now invites sealed bids from eligible bidders from the IDB=s member countries for the supply of GPS equipment and the execution of geodetic survey.

In order to prequalify, the interested bidders must show proof of their eligibility, legal status, technical and financial capabilities, and relevant experience for the supply of GPS goods and related services.

For the contract award, the order of merit of the qualified bidders will be established on the basis of:

 

Sealed bids must submitted using the two envelopes procedure as follows:

Interested bidders may obtain further information from, including eligibility to participate, and may inspect the bidding documents at the Office of the Commissioner, Guyana Lands and Surveys Commission, at the third address below.

A set of bidding documents may be purchased by interested bidders on the submission of a written application to the Commissioner of Lands and Surveys, at the same address, and upon payment of a non-refundable fee of G$ 7,000, or US$ 35 or its equivalent in a convertible currency. The method of payment will be either in cash or by bank-guaranteed check, made payable to the Permanent Secretary, Ministry of Agriculture (first address below). It will not be necessary to make the request in person to receive the documents, since they can be sent via mail or e-mail.

Bids must be deposited in the tender box of the second address below, by 0900 hours on Tuesday, 28 May 2002, and must be accompanied by a security of US$ 2,500, or its equivalent in G$ or a convertible currency.

The purchaser is not responsible for bids not received on time. Late bids will be rejected and returned unopened.

Envelope No. 1, with the prequalification information, will be opened immediately thereafter, in a public ceremony, in the presence of the bidders= representatives, who choose to attend. The Central Tender Board will retain envelope No. 2 with the technical and economic proposal until the time for evaluation.

A pre-bid meeting will be held in Georgetown, Guyana, on 6 May 2002, starting at 1000 hours. Bidders who are unable to attend may send written requests for clarifications, which will be dealt with at the pre-bid meeting.
