The Government of Guyana (GOG) has received a loan from the Inter-American Development Bank (IDB) to assist in financing a comprehensive air transport sector improvement program that includes regulatory and institutional reforms, investments in infrastructure, and institutional modernization.

The resources will assist the Ministry of Public Works and Communications in undertaking a thorough review of the statutory, regulatory, and institutional framework of the sector and in taking steps to increase private-sector participation in operating air transport facilities and services.

Infrastructure investments will be made at Cheddi Jagan International Airport (CJIA) over the next three years to bring it under full compliance with standards set by the International Civil Aviation Organization.

Technical cooperation will be available to assist the government in reforming governing statutes, developing air transport regulations creating a Guyana Civil Aviation Authority, converting the management of CJIA into an incentive-based corporation, and leasing Ogle Airport near Georgetown to a private sector operator.

Policies will be adopted to improve aviation services and facilities in the interior of the country in sectors such as effective national search and rescue services, creation of regional control centers, and greater supervision over small official airports.

The Air Transport Sector Reform Program is being carried out over a four-year period, beginning in January 2000, and will comprise the following components:

(a) Civil works at CJIA: runway resurfacing, approach lighting, sewage treatment, arrival terminal roof; and

(b) Consulting services in creating and training staff for the Guyana Civil Aviation Administration, and the CJIA Corporation.

In accordance with the procurement procedures of the Government of Guyana and the Inter-American Development Bank each invitation for the supply of goods or services will include: (a) general description of the Project and of the specific services or goods which are subject to bidding; (b) the proposed method of prequalification; (c)  the place, date and time at which tender documents will be available; (d) the place, date and time for return and opening of bids.

Execution of the program is the responsibility of the Ministry of Public Works and Communications and involves project coordination, financial management, administration and procurement of goods.

Where the estimated value of civil works exceeds US$1,000,000, or goods exceeds US$250,000 or consultancies exceeds US$200,000, advertisements will be placed in the publication UN Development Business and in a daily newspaper in Guyana. Where the respective values are less than the above limits, advertisements will be placed in a daily newspaper in Guyana.
