Consulting Services

Loan No. 1264-OC/JA

The Government of Jamaica (GOJ) has received a loan from the Inter-American Development Bank (IDB) to fund activities under the Primary Education Support Project (PESP) and it intends to apply part of the loan proceeds to payments for the procurement of services of a consulting firm which will be required to work with national consultant(s)/ firm in order to undertake the development of an education management information system. Specifically, the scope of works will call for the following:

C Development of an EMIS connect network system

C Development of an infrastructure database

C Development of a financial database

C Development of a personnel database

C Revisions to a census and assessment databases

Firms are required to have expertise in the following areas: database designer, programming specialist, network specialist (LAN & WAN) and software specialist. It is required that these specialists have capability in network security arrangements, experience in developing an Intranet in a geographically dispersed organization, experience with financial, infrastructure and personnel information systems. Experience in working with geographic information system would be an asset. The output will be the establishment of an Intranet service throughout the Ministry of Education, Youth and Culture through an EMIS connect service, the establishment of the databases referred above and the training of staff in the use of these.

The GOJ now invites eligible firms/consultants to express their interest in providing the services. Interested consultants/ firms must submit information indicating that they are qualified to perform the services (brochures/profiles showing experience in similar assignment with descriptions, availability of appropriate skills among staff, etc.) Consultants may associate in keeping with stipulated IDB guidelines to enhance their qualifications. Firms and or consultants will be shortlisted / prequalified on the basis of their responsiveness to the requirements stated above in respect of qualification, experience of their team and in keeping with IDB guidelines.
