Consulting Services

The Government of Jamaica (GOJ) has received a loan from the Inter-American Development Bank (IDB) toward the cost of the Primary Education Support Project (PESP). Part of the proceeds of this loan is to fund payments for the procurement of the services of two international consultants to undertake the formative evaluation of the PESP, which started implementation in January 2001 and is being executed by the Ministry of Education, Youth and Culture (MOEY&C).
The consultants will be required to conduct formative evaluations periodically over the five years of project execution. The first mission will focus on inter alia:

Determine whether the activities (action plan) are relevant to the project goalsC
Access the nature and functioning of the structure of the Project Management Unit and Steering Committee to determine their appropriatenessC
Assess the operational procedures for implementation in light of the project goals and in keeping with the project logical frameInterested eligible bidders from IDB=s member countries may obtain further information from and inspect the bidding documents at the office of the Project Manager, PESP (address below).
A complete set of bidding documents, in English, may be purchased by interested bidders, from 21 September 2001 until one day prior to the closing date of the bidding, on the submission of a written application to the Project Manager, PESP, and upon payment of a non-refundable fee of US$ 100 or J$ 4,500 per package, Monday through Friday, from 0900 to 1600 hours. The payment may be made by banker=s check or demand draft in favor of the Permanent Secretary, Ministry of Education, Youth and Culture. Payments in any other form will not be accepted. The bidding documents will be sent by FedEx or DHL to bidders outside Jamaica, but the MOEY&C will not be responsible for delays in delivery if any.
The instructions to bidders and general conditions of contract contained in the bidding documents comply with the IDB=s Standard Bidding Documents for the Procurement of Services.
All bids must be presented in two separately sealed envelopes, one containing the technical proposal exclusive of cost, and the second containing the proposed cost for the services, be accompanied by a security of US$ 1,000 in the currency of the bid, or US dollars or its equivalent in Jamaican dollars on the date of payment, and be delivered to the address below by 1200 hours on 22 October 2001. They will be opened in the presence of the bidders= representatives who choose to attend at 1205 hours, on the same day, at building 1, room 500 of the same address.
