Primary Education Support Project
Principal Post-graduate Diploma Training Program

The Government of Jamaica has received a loan from the Inter-American Development Bank (IDB) to fund activities under the Primary Education Support Project (PESP). Part of the loan proceeds is intended to provide funding for 800 primary school principals (100 tenable at an overseas institution and 700 tenable in Jamaica) to receive training in educational administration and leadership to be certified at the level of a diploma. The program, once established, will be expected to be continuous.
The Ministry of Education Youth and Culture is therefore inviting proposals from universities and consortia to present and deliver a Principal Diploma Program.
The post-graduate diploma will consist of five modules in the following key areas:

Organizational behaviorC
Evaluation and supervisionC
Issues in Jamaica educationC
Practicum in leadership and managementThe mode of delivery will be as follows:

Overseas: Full-time attendance for a period of four months (1 group annually)C
Jamaica: Part-time attendance for a period of 12 monthsA complete set of bidding documents (with detailed instructions, terms of reference, general conditions of contract and bid forms) may be purchased, as of 31 October 2001, by any interested eligible bidder from the IDB
=s member countries on the submission of a written application to the Project Manager, PESP (address below) and upon payment of a non-refundable fee of US$ 100 or J$ 4,500 (via banker=s check or demand draft in favor of The Permanent Secretary, Ministry of Education, Youth and Culture). Payments in any other form will not be accepted. For international bidders, upon receipt of payment, the bidding documents can be sent by electronic mail, FedEx or DHL (please state delivery method on the request). The Ministry of Education, Youth and Culture will not be held responsible for any delays in delivery.All bids must be delivered to the address below by 1500 hours on 30 November 2001 and will be opened at 1530 hours, on the same day, in the presence of the bidders
