Primary Education Support Project
Principal Diploma Training Program

The Government of
Jamaica (GOJ) has secured a loan from the Inter-American Development Bank (IDB)
to finance the Primary Education Support Project (PESP). Part of the proceeds
of this loan is to provide funding for 800 primary school principals (100
tenable at an overseas institution and 700 tenable in Jamaica) to receive
training in educational administration and leadership to be certified at the
level of a Diploma. The program, once established, will be expected to be
institutionalized. The post-graduate diploma will consist of five modules in
the following key areas:
GOJ now invites
eligible specialized institutions from the IDB’s member countries to indicate
their interest in providing the services with programs starting in May 2003.
Interested entities must provide information, in English, indicating their
qualification to perform the services (brochure, description of similar
assignments, experience in similar conditions, availability of appropriate
skills among staff, etc). Evaluation will be based on qualifications, key
personnel, availability, relevant and applicable experience, financial
capability and participation of resident Jamaican nationals. Specialized
institutions will be shortlisted in respect to their responsiveness to the
requirements stated and in keeping with the IDB guidelines. A shortlist of
three to six specialized institutions will be prequalified. The prequalified
specialized institutions will be invited to submit technical and financial
proposals. The terms of reference will be made available to the shortlisted
specialized institutions only. Interested specialized institutions may obtain
the prequalification questionnaires, clarification and further information from
the Project Manager, Ministry of Education, Youth and Culture at the address
below or by electronic mail. Any specialized institutions wishing to prequalify
must complete the necessary questionnaire. The original and four copies of the
completed questionnaire, in English, clearly marked “Prequalification for
Principal Diploma Training Programme”, must be placed in a sealed envelope
addressed to the Project Manager, PESP and delivered to the address below by 30
August 2002 at 1500 hours (Jamaican time). Late applications will not be
considered in any circumstances.
