The Government of Jamaica (GOJ) is undertaking a pilot project in Land Administration and Management, which will be jointly funded by the Inter-American Development Bank (IDB) and the GOJ. The project is to be executed for a period of three years and began in 2000. The general objective will be to assist the GOJ in establishing a dynamic land market that promotes efficient use of resources and allows accessibility to all segments of the society in a fair and transparent manner.
The Land Administration and Management Program consists of four components, namely: land registration, land information management, public land management and land use planning and development. The office of the Deputy Prime Minister and Ministry of Land and Environment is responsible for the execution of all four components.
The objective of the Land Information Management component (with total cost of US$ 1,081,200) is to provide the government and the public with timely, comprehensive and accurate geo-spatial land information for the efficient management and administration of land resources and the environment, as well as for policy formulation, planning and decision making.
The specific activities are as follows:

Services (cost of US$ 664,700):CBase mapping: Institutional strengthening of the Surveys and Mapping Division of the National Land Agency through training in digital photogrammetry and use and maintenance of orthophoto and soft copy photogrammetric systems
CLand information systems: To create a national GIS corporate network infrastructure to support sharing and dissemination of geo-spatial information; to design, develop and implement high priority GIS applications, associated digital spatial, spatial databases and standards; to develop and implement ongoing and comprehensive training programs to meet the requirements to support the establishment and sustainability of the agencies within the national GIS network

Goods (cost of US$ 416,500): EquipmentConsulting firms from the IDB
=s member countries are hereby invited to submit expressions of interest for the supply of goods and services for the Land Information Management component. The IDB=s relevant rules will apply in determining the eligibility of the companies. A shortlist of three to six firms will be invited to submit technical and financial proposals. Each submission should be in a separate envelope.Consulting firms which are interested in being considered for any one of the above assignments should submit the following information:
