Hurricane Rehabilitation and Disaster Preparedness Project

General Procurement Notice

The Inter-American Development Bank (IDB) has approved a loan in the amount of US$21.3 million to the Government of Belize (GOB) for undertaking the Hurricane Rehabilitation and Disaster Preparedness Project with the objective of reducing the country=s vulnerability to disasters, primarily hurricanes. The following activities will be undertaken: (a) strengthening the capacity of the National Emergency Management Organisation (NEMO); (b) retrofitting existing schools and selected public buildings and constructing new shelters; and (c) upgrading the drainage infrastructure of Belize City.

Equipment

Telecommunications Equipment for NEMO; publication date (second semester year of 2000)

Consulting Services

Consultants for strengthening of NEMO; publication date ( second semester of 2000)

Individual consultants for location of regional shelters; publication date (first semester of year 2000)

Individual consultants for maintenance planning; publication date (second semester of year 2000)

Construction:

Contractors for construction of regional shelters; publication date (second semester of year 2000)

Contractors for retrofit of existing buildings to be used as shelters; publication date (first semester of year 2000)

Contractors for construction of drainage canals in Belize City; publication date (first semester of year 2000)

Contractors for rehabilitation of piers (San Pedro and Caye Caulker); publication date (second half of year 2000)

In accordance with the procurement procedures of the Government of Belize and the IDB, each invitation for the supply of goods or services will include:

! A general description of the project and the specific services or goods which are subject to bidding

! The method of prequalification

! The place, date and time at which tender documents will be available

! The place, date and time for return and opening of bids

Where the estimated value of goods exceeds US$250,000 or construction exceeds US$1,000,000, advertisements will be placed in Development Business and in a daily newspaper in Belize. Where the respective values are less than the above limits, advertisements will be placed in a daily newspaper in Belize. Advertisements may also be placed in professional and trade publications of the country. Invitations for tenders for goods, services and works to be financed by the IDB loan will be issued by the executing agency.
