Supply and Commissioning of Computer Equipment and Peripherals

Loan No. 937/OC-TT

The Government of Trinidad and Tobago has received funds from the Inter-American Development Bank (IDB) to partially finance the cost of the Health Sector Reform Program. It is intended that part of the proceeds of this financing will be applied to the procurement of computer equipment and peripherals for the North West Regional Health Authority, the South West Regional Health Authority, the Eastern Regional Health Authority, the Tobago Regional Health Authority and other health institutions.

Interested firms from the IDB’s member countries are invited to submit their bids. Eligibility with respect to nationality will be determined in accordance with the applicable rules of the IDB.

Bids will be evaluated in accordance with the following criteria:

·  Experience of the firm and that of its principals in providing successful contracting services for project of similar nature and technical specialty

·  Similar work in Trinidad and Tobago or countries of similar conditions

·  Financial capability of the firm

·  Evaluated price of the equipment

·  Compliance with the technical specifications

·  Technical features, maintenance and operating costs

·  Delivery schedule

·  Commissioning services

·  Capacity of the firm to support after sale service

·  Spare part availability

Further technical information can be obtained from the first address below. A pre-bid meeting will be held on 19 July 2002 at the Amphitheatre “C” of the Eric Williams Medical Sciences Complex at the same address for the purpose of informing all interested bidders on this bidding process.

A complete set of bidding documents can be purchased by potential bidders on the submission of a written application to the organization mentioned below and upon payment of a non-refundable fee of US $ 50 (TT 315) or its equivalent payable by cash or certified checks to the North West Regional Health Authority at the second address below.

Bids must be accompanied by a bid security of 2 per cent of the bid price. The original and six copies shall be submitted in sealed envelopes clearly marked: “Tender for the Supply, Delivery, Installation and Commissioning of Computer Equipment and Peripherals Regional Health Authorities and Other Health Institutions (IFB #15) in Trinidad and Tobago under the IDB Loan No. 937/OC-TT”. The envelope must be addressed to the Chairman - Tenders Committee, at the second address below and be deposited in the tender box at the office of the Chief Executive Officer, building 2 (same address) no later than 12 August 2002. They will be opened publicly shortly thereafter in the presence of the bidders’ representatives who wish to be present.

The North West Regional Health Authority reserves the right to cancel the present bidding process in its entirety or even partially without defraying any cost incurred by any firm submitting its bids. The Authority does not bind itself to accept the lowest or any other bid and reserves the right to void these proceedings and no firm shall be entitled to compensation in such event. Late bids will not be accepted.
