The
Government of the Republic of Trinidad and Tobago, through the Ministry of
Health (MOH), has initiated a comprehensive Health Sector Reform Programme
(HSRP) aimed at improving the quality of health care by changing organizational
structure(s) and behavior(s). The costs of the HSRP are in part financed by a
loan from the Inter-American Development Bank (IDB).
Technical
assistance is being provided to the MoH in the planning, development and
implementation of a number of strategies and systems, including organizational,
management and funding arrangements, primary health care and clinical
information systems. Policy directions emphasize a shift in resources to
primary care, a restructuring of secondary care and a resource allocation based
on health need. Service devolution to Regional Health Authorities and the
upgrading of physical infrastructure in both the primary care and hospital
sectors form integral components of the overall reform initiative.
The
development of a new hospital facility in Tobago is a key input into the reform
strategy. A number of studies have clearly identified the need for a new
hospital in Tobago despite many recent improvements to the existing facility.
The Tobago House of Assembly has also identified the urgent need to replace the
current Scarborough Regional Hospital (Fort George site) with a new facility.
An architectural firm has been contracted to design and develop a program to
construct a new Scarborough Regional Hospital (Signal Hill site). Construction
is expected to begin in late 2002.
The
objective of this consultancy is to provide expert assistance to the Tobago
House of Assembly, Tobago Regional Health Authority, and the existing
Scarborough Regional Hospital (Fort George) in the design and implementation of
a commissioning/operationalisation plan for the new Scarborough Regional
Hospital (Signal Hill) and the decommissioning plan for the old Hospital.

A
pre-tender meeting will be held at the office of the Project Administration
Unit at the same address on Monday, 16 September 2002 at 1000 hours (local
time).
Consultants
are required to submit their proposals (one original and five copies), using
two envelopes, to the second address below on or before 1300 hours on Thursday,
3 October 2002, clearly marked as follows:

1: “Technical Proposal for Consultancy Services—Scarborough Hospital:
Commissioning/Operationalisation/ and Decommissioning - Health Sector Reform
Programme-Ministry of Health IDB Loan 937/OC-TT” and containing data such as
methodology of work, execution plan, personnel’s qualifications, language
proficiency, organization and management, quality control, etc.

Envelope
2: “Financial Proposal for Consultancy Services-Scarborough Hospital:
Commissioning/Operationalisation/ and Decommissioning Health Sector Reform
Programme-Ministry of Health IDB Loan 937/OC-TT” and containing details of fees
(and reimbursable expenses) for the services
An
information package may be obtained by interested parties upon payment of a
document fee of TT$ 100 (US$ 16) to the Director of Contracts, Central Tenders
Board (second address). Interested parties who request the documents be
forwarded are asked to submit their overseas courier account number (Federal
Express, UPS, DHL) to which the courier fee will be charged.
Proposals
will be evaluated based on the following criteria:

solution/Methodology of work
Where
applicable, proposals must be accompanied by valid income tax and value added
tax clearance certificates.
A
contract will be entered into with a firm. Only firms meeting IDB nationality
requirements will be eligible for consideration.
Technical
proposals will be opened at a public ceremony, in the presence of interested
parties who wish to attend, at 1300 hours on Thursday, 3 October 2002 at the
office of the Central Tenders Board. Late proposals will not be accepted.
The
costs of preparing the proposal and negotiating the contract are not
reimbursable as a direct cost of the consultancy and the Central Tenders Board
is not bound to accept any bid submitted.
