Comprehensive Redevelopment Plan

The Government of the Republic of Trinidad and Tobago, through the Ministry of Health (MoH), has initiated a comprehensive Health Sector Reform Programme (HSRP) aimed at improving the quality of health care by changing organizational structure(s) and behaviour(s). The costs of the HSRP are in part financed by a loan from the Inter-American Development Bank (IDB).

 

Technical assistance is being provided to the MoH in the planning, development and implementation of a number of strategies and systems including organizational, management and funding arrangements, primary health care and clinical information systems. Policy directions emphasize a shift in resources to primary care, a restructuring of secondary care and a resource allocation based on health need. Service devolution to Regional Health Authorities and the upgrading of physical infrastructure in both the primary care and hospital sectors form integral components of the overall reform initiative.

 

San Fernando General Hospital, operated by the South West Regional Health Authority, is currently planning to build a new Intensive Care Unit (ICU), establish a Burns Unit and introduce Day Surgery as part of a comprehensive redevelopment plan to meet the health needs of the population. In addition to the foregoing tertiary and secondary care initiatives, the development plan also calls for an upgrade in laboratory and pharmacy services. The MoH is interested in seeking technical assistance in the form of an experienced health planning team to develop and implement plan(s) to introduce and operate the services identified above.

 

The main objective of the consultancy is to provide expert assistance to the South West Regional Health Authority in the development and implementation of plan(s) to operate a new ICU, establish a Burns Unit and introduce Day Surgery at the San Fernando Hospital. A sub-objective of the consultancy is to re-develop/strengthen laboratory and pharmacy services at the hospital.

A pre-tender meeting will be held at the office of the Project Administration Unit at the same address on 11 March 2003 at 1000 hours (local time).

 

An information package may be obtained by interested parties upon payment of a document fee of TT$ 100 (US$ 16) in favor of the Director of Contracts, Central Tenders Board, at the second address below. Interested parties who request the documents be forwarded are asked to submit their overseas courier account number (Federal Express, UPS, DHL) to which the courier fee will be charged.

 

Consultants are required to submit their proposals (one original and five copies) using two envelopes clearly marked as follows:

 

Envelope 1: “Technical Proposal for Consulting Services to Operationalize the Intensive Care Unit, Burns Unit, Day Surgery, and Strengthen Laboratories and Pharmacy at the San Fernando General Hospital - Health Sector Reform Programme - Ministry of Health IDB Loan No. 937/OC-TT” and containing data such as methodology of work, execution plan, personnel’s qualifications, language proficiency, organization and management, quality control, etc.

Envelope 2: “Financial Proposal for Consulting Services to Operationalize the Intensivie Care Unit, Burns Unit, Day Surgery, and Strengthen Laboratories and Pharmacy at the San Fernando General Hospital - Health Sector Reform Programme – Ministry of Health IDB Loan No. 937/OC-TT” and containing details of fees (and reimbursable expenses) for the services

 

Proposals will be evaluated based on the following criteria: (a) eligibility; (b) financial capacity of the firm; (c) qualifications of personnel; (d) specific expertise of the firm; and (e) technical solution/methodology of work. Where applicable, proposals must be accompanied by valid Income Tax and Value Added Tax Clearance Certificates.

 

Envelopes must be addressed to the Chairman, Central Tenders Board (second address below) and deposited in the brown tenders box located in the lobby of the Board’s Office, no later that 1300 hours on Thursday, 3 April 2003. Technical proposals will be opened publicly at the Board’s Office shortly thereafter closing in the presence of interested parties. Late proposals will not be accepted.

 

A contract will be entered into with a firm. Only firms meeting IDB nationality requirements will be eligible for consideration.

 

The costs of preparing the proposal and negotiating the contract are not reimbursable as a direct cost of the consultancy, and the Central Tenders Board is not bound to accept any bid submitted.
