General Procurement Notice

The Inter-American Development Bank (IDB or the Bank) has approved a loan to be used for the financing of the Parish Infrastructure Development Programme (PIDP). The program, which is to be implemented by the Ministry of Local Government, Youth and Community Development, will have as its general objective to strengthen local government=s capacity to deliver basic services and maintain parochial infrastructure. More specifically, the program seeks to:

strengthen the financial viability, management and administrative capacity of parishes to carry out their responsibilities under the law;

promote changes in the legal and institutional framework that will enable parish councils to better carry out their functions;

incorporate the communities in local decision-making;

improve basic infrastructure in the parishes, thereby fostering their economic development; and

strengthen the capacity of the MLGYCD to support and promote decentralization.

The PIDP will have two components: an institutional strengthening and technical assistance component and a parish infrastructure investment component. The first component will:

support necessary legal and institutional reforms under the LGRP;

support and train parish councils to improve their administrative, technical, financial management and planning capacities;

develop the institutional capacity of the executing agency to implement the PIDP, but also to regulate, monitor and enforce standards of good performance at the parish level; and

promote citizens= in local decision-making, as well as relationships between local government and the private sector.

An infrastructure rehabilitation component will finance the rehabilitation of existing basic infrastructure under the jurisdiction of Jamaica=s 14 parishes. Rehabilitation will include: roads, minor water supplies, markets and the parish council buildings.
