Parish Infrastructure Development Program

The Ministry of Local Government, Youth and Community Development (executing agency) will be undertaking the construction and improvement of roadways, markets, parish council buildings and minor water supply schemes.
The program is jointly financed through the loans captioned by the Government of Jamaica and the Inter-American Development Bank (IDB). All goods, equipment and services supplied under this program must originate from the IDB’s member countries; the procurement of goods and contracting of works financed by this program shall be subject to the provisions of the above-mentioned loan contract.
The Ministry now invites consultant teams to design and supervise the packages of rehabilitation and new construction for parish council building and markets. The consultant team for each package should consist of at least the following:
•Architect (1)
•Structural engineer (1)
•Mechanical/electrical engineer (1)
•Quantity surveyor (1)
The following is the description of works to be designed and supervised:
• Package A: Parish Council Building; quantity: 3: 2 rehabilitations and 1 new construction; budget: US$ 1.4 million
• Package B: Parish Council Building; quantity: 3: 2 rehabilitations and 1 new construction; budget: US$ 1.6 million
• Package C: Parish Council Building; quantity: 2: 1 rehabilitation and 1 new construction; budget: 0.8 million
• Package D: Markets; quantity: 2: 2 rehabilitations; budget: 1.6 million
• Package E: Markets; quantity: 2: 2 rehabilitations; budget: 1.2 million
• Package F: Markets; quantity: 2: 2 rehabilitations; budget: 0.9 million
Consultants applying for this prequalification will be assessed on their technical capability regarding the team composition, relevant previous experience, especially in markets and municipal buildings, work capacity based on current staffing and work load, and available manpower. Interested consultants must submit the relevant information as stated above in their expression of interest as of 30 April 2001. Bidders may prequalify for one or all packages as supported by the required personnel.
Completed expressions of interest must be placed in a separate envelope duly marked only with "Prequalification Design Consultants; Parish Infrastructure Development Program" and be deposited in the tender box provided at the Ministry of Local Government, Youth and Community Development (address below), or delivered by mail to the Ministry, by 1200 hours (local time) on 30 May 2001. Expressions of interest will be opened at 1230 hours on the same day in the presence of the bidders’ representatives who choose to attend, in Conference Room C (ground floor).
