General Procurement Notice

Loan No. 1322/OC-BL

The Government of Belize (GOB) has received a loan in the amount of US$ 7,000,000 from the Inter-American Development Bank (IDB) for the purpose of improving the enabling environment for private and public sector development through enhanced land security, effective land markets, and the promotion of a coherent land policy framework contributing to efficient use of land resources and sustainable development. The Land Management Program consists of four components: (i) national cadaster and property rights registration; (ii) expansion of land administration services; (iii) land use planning and development review; and (iv) land policy reform and institutional strengthening of the Ministry of Natural Resources, Environment and Industry (MNREI).

The resources will finance the following tentative procurement plan:

$ Professional services:

CLand tenure clarification, cadastral surveying and property rights registration for approximately 15,000 rural parcels in three districts in Belize and 500 urban parcels in a pilot area of Belize City: IDB financing (US$ 2.403 million); international competitive bidding (ICB) with prequalification; announcement: 1st quarter 2002

CCadastral surveying of 5,000 rural parcels in Belize: GOB financing (US$ 500,000); national competitive bidding (NCB) with prequalification; announcement: 1st quarter 2002

CAcquisition of aerial photography (1:4,000), geodetic control, aerial triangulation, preparation of orthophoto maps and digital maps, with an existing geographic information system, of urban areas in Belize City, Dangriga, Orange Walk and San Ignacio/Santa Elena: IDB financing (US$ 330,000); ICB with prequalification; announcement: 2nd quarter 2002

CDesign and implementation of a district and local level land tenure clarification public awareness campaign in three districts of Belize: IDB financing (US$ 200,000); NCB with prequalification; announcement 2nd quarter 2002

CValuation/taxation business process review: IDB financing (US$ 52,000); NCB; announcement: 2nd quarter 2002

CDesign and installation of a land information system within the MNREI: IDB financing (US$ 900,000); ICB with prequalification; announcement: 3rd quarter 2002

CPreparation of community development plans for selected villages: IDB financing: (US$ 210,000); NCB; announcement: 2nd quarter 2002

CStrategic planning and institutional strengthening of the MNREI: IDB financing (US$ 200,000); ICB with prequalification; announcement: 1st quarter 2002

CDelineation of village boundaries for selected villages: IDB financing (US$ 170,000); NCB; announcement: 2nd quarter 2002

CFinancial auditing services: IDB financing (US$ 100,000); NCB; announcement: 1st quarter 2002

$ Individual consulting services:

CLand valuation methodology standardization and workshops: IDB financing (US$ 43,000); NCB; announcement: 2nd quarter 2002

CRevision and formulation of a national land use planning and development framework: IDB financing (US$ 100,000); NCB; announcement: 1st quarter 2002

CConsultation by the National Land Advisory Commission: IDB financing (US$ 80,000); NCB; announcement: 1st quarter 2002

$ Goods:

CAcquisition of IT and other equipment to support the upgrading of systems in the Belmopan office as well as expansion of services to district offices (equipment, computers and software): IDB financing (US$ 316,000); ICB with prequalification; announcement: throughout the four years of project execution

$ Works:

CRefurbishment of the Department of Land and Survey offices (registry and other sections): GOB financing (US$ 200,000); NCB with prequalification; announcement: 2nd quarter 2002

In accordance with the GOB and IDB=s procurement procedures, each specific invitation for the supply of goods and services will include: (a) a general description of the project and of the specific services or goods, which are subject to the bidding; (b) the proposed method of prequalification; and (c) the place, date and time at which bidding documents will be available.

Execution of the project is the responsibility of the MNREI and involves implementation, financial management, administration, and procurement of goods and services. Where the estimated value of goods or related services is equal to or exceeds US$ 200,000, or works equal to or exceed US$ 1,000,000, advertisements will be placed in international publications and in a weekly newspaper in Belize. Where the respective values are less than the above limits, advertisements will be placed in a weekly newspaper in Belize.
