Modular Leadership Training Program

The Government of the Republic of Trinidad and Tobago (GORTT), through the Ministry of Education (MOE), has accessed loan funding from the Inter-American Development Bank (IDB) for a Secondary Education Modernization Program (SEMP), the goal of which is the modernization of the secondary level of the education sector in Trinidad and Tobago.

Proposals are invited for an international university/firm to design and deliver a modular leadership-training program leading to tertiary level certification at the Master=s level for 50 members of the Ministry of Education=s Senior, Middle and School Administration Management Teams.

The technical proposal shall be evaluated according to the following criteria:

C General background of the university/firm (10 points)

C Similar work done and prior experience (15 points)

C Qualifications and experience of personnel (20 points)

C Proposal plan of implementation/execution schedule (20 points)

C Accreditation status (10 points)

C Financial capability (25 points)

The contract will be of interest to a firm/university with the expertise in the preparation of senior management personnel to operate in a decentralized environment with the relevant skills, systems and experience in the preparation and implementation of quality and leadership training programs at a graduate level.

Envelope 1 C Technical proposal: The first envelope will contain all documentation concerning the professional qualifications of the consultant who is to be involved in the program, evidence of having conducted similar studies in developing countries, references, proposed methodology for carrying out the activities as outlined in the terms of reference, work schedule and proposed schedule of deliverables.

Envelope 2 C Financial proposal: The second envelope will contain an itemized budget of the cost of the services offered.

Applicants must submit one original and six copies of the technical and financial proposal in separately sealed envelopes to the second address below by 1300 hours on Thursday, 15 November 2001. Technical proposals will be opened shortly thereafter at the Central Tenders Board=s office in the presence of the bidders= representatives who choose to attend. Late proposals will not be accepted.

The Central Tenders Board reserves the right to void the procedures and no applicant shall be entitled to compensation in such an event.
