Secondary Education Modernization Program
Development of an Education Management Information System
Loan No. 1180/OC-TT
The Government of the Republic of Trinidad and Tobago (GORTT), through the Ministry of Education (MOE), has accessed loan funding from the Inter-American Development Bank (IDB) for a Secondary Education Modernization Program (SEMP), the goal of which is the modernization of secondary education sector in Trinidad and Tobago.
Proposals are invited from interested individuals to develop an education management information system for the Ministry of Education in Trinidad and Tobago.
The technical proposal shall be evaluated according to the following criteria:

Qualification (20 points)$
Proposal plan of implementation/execution schedule (20 points)$
Similar work done/prior experience (30 points)$
Work experience in similar country in a similar project (20 points)$
Special skills and competencies (10 points)The contract will be of interest to an individual consultant with the expertise in developing education management information systems with a systems engineering/information technology background with experience working on the development of such systems in developing countries.
Individuals wishing to submit proposals may obtain the terms of reference and other information from the first address below.
The proposals are to be submitted in two sealed envelopes. The first will contain all documentation concerning the professional qualifications of the consultant who is to be involved in the program, evidence of having conducted similar studies in developing countries, references, proposed methodology for carrying out the activities as outlined in the terms of reference, work schedule and proposed schedule of deliverables. The second envelope will contain an itemized budget of the cost of the services offered.
Applicants must submit one original and six copies each of the technical and financial proposal in separately sealed envelopes to the second address below no later than 1300 hours (local time) on Thursday, 17 January 2002. Each envelope must be clearly marked

The applicant or a representative may be present at the opening.
The Central Tenders Board reserves the right to void the procedures and no applicant shall be entitled to compensation in such an event. Late proposals will not be accepted.
