Secondary Education Modernization Programme

Diploma Programme in Visual and Performing Arts

Loan No. 1180/OC-TT

 

The Government of the Republic of Trinidad and Tobago, through the Ministry of Education (MOE), has accessed loan funding from the Inter-American Development Bank (IDB) for the Secondary Education Modernization Programme (SEMP) to modernize the education sector in Trinidad and Tobago.

 

Proposals are invited from consulting firms/accredited institutions to design and deliver a diploma programme in visual and performing arts for the Ministry of Education in Trinidad and Tobago.

 

The technical proposal shall be evaluated according to the following criteria:

 

•General background of the institution (10 points)

•Similar work done/prior experience (15 points)

•Qualifications and experience of personnel (25 points)

•Proposed plan of implementation (25 points)

•Accreditation/status (10 points)

•Financial capacity (15 points)

 

The contract will be of interest to a consulting firm/accredited institution with the expertise in designing and delivering a diploma in visual and performing arts.

 

Firms/institutions wishing to submit proposals may obtain the terms of reference and other information at the first address below.

 

The proposals are to be submitted in two sealed envelopes. The first one will contain all documentation concerning the professional qualifications of the consultants who are to be involved in the program, evidence of having conducted similar programs in developing countries, references, proposed methodology for carrying out the activities as outlined in the terms of reference, work schedule and proposed schedule of deliverables. The second envelope will contain an itemized budget of the cost of the services offered.

 

Each applicant must submit one original and six copies of the technical and financial proposal in separately sealed envelopes to the second address below no later than 1300 hours (local time) on Thursday, 28 November, 2002. Late proposals will not be accepted. Each envelope must be clearly marked “Consultancy Firm/Accredited Institution to Design and Deliver a Diploma Programme in Visual and Performing Arts for Professional Development Subcomponent, Secondary Education Modernization Programme - IDB Loan 1180/OC-TT” (Envelope 1: Technical Proposal; Envelope 2: Financial Proposal).

Technical proposals will be opened shortly thereafter at the Central Tenders Board’s Office. The applicant or a representative may be present at the opening.

 

The Central Tenders Board reserves the right to void the procedures and no applicant shall be entitled to compensation in such an event.
