Secondary Education Modernization Programme
The Government of the
Republic of Trinidad and Tobago, through the Ministry of Education (MOE), has
accessed loan funding from the Inter-American Development Bank (IDB) for a
Secondary Education Modernization Programme (SEMP), aiming at the education
sector modernization in Trinidad and Tobago.
In order to complement the
delivery of the SEMP curriculum, various officers of the Ministry of Education
must advise on the furniture, equipment and other school supplies that will
support the modernized curriculum via the submission of lists for furniture and
equipment related to school supplies. The Ministry of Education, through the
SEMP, is seeking to equip the various officers with the necessary skills for
the effective writing of specifications within the education system that will
allow for a competitive and transparent tendering process in the procurement of
the items.
Proposals are therefore
invited from international consultants to provide training in the writing of
specifications for selected Ministry’s personnel.
The technical proposal shall
be evaluated according to the following criteria:
Consultants wishing to
submit proposals may obtain the Terms of Reference and other information at the
first address below.
The proposals are to be
submitted in two sealed envelopes. The first will contain all documentation
concerning the professional qualifications, evidence of having conducted
similar programs in developing countries, references, proposed methodology for
carrying out the activities as outlined in the terms of reference, work
schedule and proposed schedule of deliverables. The second envelope will
contain an itemized budget of the cost of the services offered.
Consultants must submit one
original and six copies each of the technical and financial proposals in
separately sealed envelopes to the second address below no later than 1300
hours on Thursday, 6 March 2003. Late proposals will not be accepted. Each
envelope must be clearly marked “Consultancy for Providing Training in the
Writing of Specifications - IDB Loan 1180/OC-TT” (Envelope 1: Technical
Proposal; Envelope 2: Financial Proposal).
Technical proposals will be
opened shortly thereafter at the Central Tenders Board’s Office. The applicant
or a representative may be present at the opening.
The Central Tenders Board
reserves the right to void the procedures and no consultant shall be entitled
to compensation in such an event.
