Process Mapping and Redesign Initiatives

The Government of
the Republic of Trinidad and Tobago (GORTT), through the Ministry of Education
(MOE), has accessed a loan funding from the Inter-American Development Bank
(IDB) for a Secondary Education Modernization Programme (SEMP); the goal of
which is to modernize the secondary education sector in Trinidad and Tobago.
One component of
the SEMP operation is the institutional strengthening of the MOE. The goal of
this project is to map and design/redesign all the processes of the MOE through
implementation and initial debugging phases in the most effective and efficient
manner, consistent with resources available and MOE organizational capacity.
This work is expected to be conducted over 2.5 years, starting within three
months of award of contract. This invitation for prequalification is for
full-scale process mapping and design/redesign of processes of the MOE. In
order to fulfil its responsibility under this loan, the GORTT is inviting
expressions of interest from contracting firms from the IDB’s member countries
to provide process mapping services.
The technical
proposal shall be evaluated according to the following criteria:
● Financial
capacity: 30 points
● Relevant
experience of firm: 30 points
● Resources
of firm: 20 points
● Transfer of
technology/capability: 10 points
● Additional
skills: 10 points
Interested firms,
whether acting singly or in joint venture, are required to submit relevant
prequalification information in English and according to the prequalification
documents, which can be obtained from the Programme Coordinator at the first
address below. After evaluation of the information submitted, a shortlist of consulting
firms and/or joint ventures will be selected and requested to submit proposals
for the provision of the consulting services.
Each applicant must
submit one original and two copies of the prequalification documents to the
second address below no later than 1300 hours (local time), on Thursday, 20
March 2003. Late submissions will not be accepted.
Each envelope must
be clearly marked “Prequalification Information for Hiring a
Consultant/Consultancy Firm to Provide Consulting Services for the Process Mapping
and Redesign Initiatives of the Ministry of Education - (SEMP)”.
The
prequalification documents will be opened shortly thereafter at the Central
Tenders Board’s office. The applicant or a representative may be present at the
opening.
The Central Tenders
Board reserves the right to void the procedures, and no applicant shall be
entitled to compensation in such an event.
