Manpower Training
Loan No. 1180/OC-TT
The
Government of the Republic of Trinidad and Tobago, through the Ministry of
Education (MOE), has accessed loan funding from the Inter-American Development
Bank (IDB) for a Secondary Education Modernization Programme, the goal of which
is the modernization of the education sector in Trinidad and Tobago.
In
this regard, proposals are invited from individual consultants for the
provision of consulting services for manpower training for the MOE.
The
technical proposals will be evaluated according to the following criteria:

Qualification (20 points)
●
Knowledge and understanding of the job (20 points)
●
Work experience in projects of comparable size, complexity and technical
speciality (30 points)
●
Work experience in a similar country and/or similar projects (20 points)
●
Special skills and competencies (10 points)
Individual
consultants wishing to submit proposals may obtain the terms of reference and
other information from the first address at below.
The
proposals are to be submitted in two sealed envelopes. The first will contain
all documentation concerning the professional qualifications, evidence of
having conducted similar programs in developing countries, references, proposed
methodology for carrying out the activities as outlined in the terms of
reference, work schedule and proposed schedule of deliverables. The second
envelope will contain an itemized budget of the cost of the services offered.
Consultants
must submit one original and six copies each of the technical and financial
proposals in separately sealed envelopes, clearly marked “Consulting Services
to Provide Manpower Training for the Ministry of Education, Secondary Education
Modernization Programme - IDB Loan 1180/OC-TT (Envelope 1: Technical Proposal;
Envelope 2: Financial Proposal)”, to the first address below no later than 1300
hours (local time) on Thursday, 15 May 2003. Late proposals will not be
accepted. Technical proposals will be opened shortly thereafter at the Central
Tenders Board’s Office (second address below).
The
Central Tenders Board reserves the right to void the procedures, and no
individual shall be entitled to compensation in such an event.
