Main Road Rehabilitation Programme Phase II Road Safety

 

 Design, Implementation and Maintenance of a Traffic Signal System

The Government of Guyana has received financing from the Inter-American Development Bank to partially pay the cost of the Main Road Rehabilitation Programme Phase II Road Safety. It is intended that part of the loan proceeds be applied for the design, implementation and maintenance of a traffic signal system for the city of Georgetown and its approaches.

 

The Government of Guyana now invites interested parties to present their respective proposals in sealed envelopes, with proof of their legal and technical capacity for the provision of services for the design, implementation, maintenance, and training of personnel for phase 1 of a traffic signal system for the city of Georgetown, of which 25 intersections are to be signalized.

 

The principal objective or primary function of the signal system is to select appropriate timing plans to optimize performance, while reducing stops, delays, fuel consumption, and pollution, along the corridors of the network.

 

The contractor/team will be responsible for providing the following main services:

 

•Signal mounting: The following alternatives should be considered:

—Post-mounted signal

—Span-wire-mounted signal

—Mast-arm-mounted signal

—Special requirements for curve approaches

—Hardware layout plans

•Controllers:

—Solid-State pre-timed

—Semi-actuated

—Interconnected

—Pedestrian push-button

•Detectors

•Wiring cables

•Installation/maintenance equipment

•Maintenance period

•Training of personnel to “take over” running and routine

•Maintenance of the signal system

 

Interested parties may obtain further information, including eligibility to participate, and may inspect the prequalification documents at the first address below, as of 14 November 2002.

 

Interested parties may obtain a complete set of prequalification documents on the submission of a written application to Traffic/Safety Unit of the Works Services Group, between 0800 and 1600 hours, except on public holidays, and upon payment of a non-refundable fee of G$ 10,000. The method of payment will be cash, money order or money transfer payable to Guyana Bridge Rehabilitation Project account No. 3182. It will not be necessary to make the request in person to receive the documents, since these can be sent by mail or e-mail. Parties who request that the prequalification documents be sent to them will be required to pay in advance for this service.

 

Proposals must be received by the office below on or before 0900 hours Tuesday, 14 January 2003. It will not be necessary to submit these in person, since they may be sent by mail. However, the Government of Guyana is not responsible for proposals not received on or before the time and date specified for reception of proposals, in which case they will be rejected and returned unopened.

 

Proposals will be opened at a public ceremony, in the presence of those bidders’ representatives who choose to attend, at 0900 hours on14 January 2003, in the conference room of the Central Tender Board (second address below). Proposals must be placed in an envelope, marked on the outside at the top right hand corner “Main Road Rehabilitation Programme Phase II Road Safety - Georgetown Traffic Signal System Phase No. Prequalification No: WSG-RS-TL-21/ 2002” and on the left hand corner the name and address of bidder. The envelope should be sealed and addressed to the second address below.
