Parcel Index Map Project

Loan No. 882/OC-TT

 

In 1996, the Government of the Republic of Trinidad and Tobago (GORTT), through the Ministry of Agriculture, Land and Marine Resources, accessed loan funding from the Inter-American Development Bank (IDB) to assist in the implementation of an Agriculture Sector Reform Programme - Technical Assistance Programme (ASRP-TAP). The ASRP-TAP was designed to implement a range of policy and institutional reforms to enhance the performance of the agricultural sector.

 

One of the major areas of action under the ASRP-TAP is Land Use Policy and Administration, which is aimed at improving the management of State lands and the functioning of the overall land market in Trinidad and Tobago. As part of the Land Use Policy and Administration component, the GORTT is proposing to undertake a project in the Lands and Surveys Division of the Ministry of Agriculture, Land and Marine Resources aimed at creating, maintaining and updating a nationwide series of digital parcel index maps (approximately 900). In this connection, the GORTT is inviting expressions of interest from consultants from IDB’s member countries to undertake this project.

 

Interested firms, whether acting singly or in joint venture, are required to submit a completed prequalification questionnaire along with a statement of interest.

 

The prequalification questionnaire and any other information can be obtained from Dr. T. Driver, Programme Coordinator, at the first address below. A copy of the prequalification questionnaire can also be downloaded from the web site below.

 

Firms will be shortlisted according to the following basic criteria:

 

·        General background, organization of the firm and professional capability, including key personnel (30 points)

·        Similar work done with a minimum of five-year experience in equivalent projects (20 points)

·        Prior work experience in Trinidad and Tobago or countries with similar conditions (15 points)

·        Financial capability of the firm (20 points)

·        English language proficiency (5 points)

·        The existence of other obligations, pending or future, that may compete with project implementation (5 points)

·        Use of local consultants (5 points)

 

All prequalification information must be submitted in English.

Applicants may submit supplementary information, however the questionnaire must be completed fully, and reasons noted on the form if any specific information that has been requested is not supplied.

 

After the firms have been evaluated, a shortlist will be prepared, and the firms will be requested to submit proposals for the provision of the required services.

 

A minimum mark of 70 per cent must be attained in order for firms to be qualified. At this stage, the proposal documents, including terms of reference, will be made available to the shortlisted consultants.

 

The original and five copies of the prequalification documents must be placed in sealed envelopes, clearly marked “Prequalification of Consulting Firms to undertake the Parcel Index Map Project, IDB Loan No. 882/OC-TT for the Agriculture Sector Reform Programme - Technical Assistance Programme, Ministry of Agriculture, Land And Marine Resources”, and addressed to the Chairman, Central Tenders Board (second address below). The envelopes must be deposited in the brown tenders box located in the lobby of the Board’s office no later than 1300 hours (Trinidad time) on Thursday, 21 November 2002. Faxed copies will not be accepted, and late submissions will not be considered.

 

The prequalification documents will be opened shortly thereafter at the office of the Central Tenders Board in the presence of the firms’ representatives who choose to attend.

 

The Central Tenders Board reserves the right to cancel the present prequalification process in its entirety or even partially without defraying any cost incurred by any consulting firm in submitting their documentation.
