Consulting
Services to Supervise the Construction of Solid Waste Disposal Facilities

The
Government of Barbados has received a loan from the Inter-American Development
Bank (IDB) to assist in financing the development of a solid waste management
programme, and it intends to apply part of the loan proceeds to payments under
the contract for consulting services to supervise the construction of solid
waste disposal facilities.
The
services include:

Review
of the designs prepared by the contractor
·
Preparation
of the construction contract
·
Supervision
of construction works
It
is expected that the supervision of work be undertaken in two phases:
·
Phase
I:
—Construction of the transfer
station
—Upgrade of Bulky Waste Site,
including access roads
·
Phase
II:
—Construction of the compost
facility
—Construction of the chemical waste
storage facility
Works
pertaining to the above should start in the first quarter of 2003 and last for
up to two years.
The
Sewerage and Solid Waste Project Unit now invites eligible consultants to
express their interest in providing the services. Interested consultants must
complete a preselection questionnaire and submit any additional information
indicating that they are qualified to perform the services (brochures,
description of similar assignments, experience in similar conditions,
availability of appropriate skills among staff, etc.). Consultants may
associate to enhance their qualifications; however, firms, joint ventures or
partnerships submitting an expression of interest must be from member countries
of IDB. A separate pre-selection questionnaire must be completed for each
member of any joint venture or partnership that submits expressions of interest
in relation to this consultancy.
The
applicable rules of IDB will apply in determining eligibility of the applicants
and works under this contract will be subject to the provisions of the loan for
the Solid Waste Management Programme between the Government of Barbados and
IDB.
Any
firm incorporated outside of Barbados that is eventually awarded a contract by
the Government of Barbados must register in Barbados under the “Companies Act
of Barbados”.
Interested
consultants may obtain pre-selection questionnaires and further information at
the address below from 0815 to 1630 hours, Monday through Friday, except on
public holidays. In addition, pre-selection questionnaires may be obtained from
the Project Unit’s web site (address below).
Consultants
applying for this work must be competent in English. Applications will be
evaluated in accordance with the following criteria:

General
background of firm
·
Similar
work done (by firm and proposed staff)
·
Prior
experience in Barbados or similar countries
·
Language
proficiency
·
Utilization
of local consultants
·
Financial
capability
A
shortlist of no fewer than three and no more than six firms will be invited to
submit technical and financial proposals for the delivery of the service. The
terms of reference and the contract documents will be made available to the
shortlisted firms only.
Six
copies (one original and five copies) of the expression of interest must be
delivered in sealed envelopes to the address below.
Expressions
of interest should be clearly marked “Expressions of Interest to Supervise the
Construction of Solid Waste Disposal Facilities–Barbados” and must be submitted
to the same address by 1600 hours on 30 September 2002. Late submissions will
not be accepted.
