The
Government of Barbados has received a loan from the Inter-American Development
Bank (IDB) to assist in financing the development of a Solid Waste Management
Programme, and it intends to apply part of the loan proceeds to payments under
the contract for consulting services to design and implement a solid waste
education, public awareness training programme (SWEPT).
The
services include:

Task
1: Review education and campaign activities within the solid waste education
program in order to include and, if relevant, expand these activities in the
SWEPT
·
Task
2: Design and implement an education, public awareness and training programme
to support, and foster substantial public compliance with, the Integrated Solid
Waste Management Programme in Barbados
·
Task
3: Supervise and co-ordinate appropriate education and public awareness
campaigns on behalf of the Sewerage and Solid Waste Project Unit and in
collaboration with all other relevant government agencies, and with significant
community groups and environmental NGOs in Barbados
·
Task
4: Design and produce education and public awareness materials, including
printed materials, display materials, radio programs, television programs and
commercials, interactive media, and internet-based materials
·
Task
5: Design and supervise population surveys, including KAP surveys, to establish
baseline information, make formative and summative evaluations, and measure the
impact of the education and public awareness activities
·
Task
6: Arrange, coordinate and supervise training for project staff and for key
staff within the relevant Ministries and other agencies to increase the
capacity of Barbados officials and others to carry out, and continue to carry
out in the future, education and public awareness activities related to solid
waste management
Works
pertaining to the above should begin in the last quarter of 2003 and last for
18 months to 2 years.
The
Sewerage and Solid Waste Project Unit now invites eligible consultants to
express their interest in providing the services detailed above. Interested
consultants must complete a pre-selection questionnaire and submit any
additional information indicating that they are qualified to perform the
services (brochures, description of similar assignments, experience in similar
conditions, availability of appropriate skills among staff, etc.). Consultants
may associate to enhance their qualifications. However, firms, joint ventures
or partnerships submitting an expression of interest must be from IDB’s member
countries. A separate pre-selection questionnaire must be completed for each
member of any joint venture or partnership that submits expressions of interest
in relation to this consultancy.
The
IDB’s applicable rules will apply in determining eligibility of the applicants
and works under this contract.
Any
firm incorporated outside of Barbados that is eventually awarded a contract by
the Government of Barbados must register in Barbados under the “Companies Act
of Barbados”.
Interested
consultants may obtain pre-selection questionnaires and further information
from the address below, from 0815 to 1630 hours, Monday through Friday except
on public holidays. In addition, pre-selection questionnaires may be obtained
from the project unit’s web site below.
Consultants
applying for this work must be competent in English. Applications will be
evaluated in accordance with the following criteria:
• General background of firm
• Similar work done (by firm and proposed
staff)
• Prior experience in Barbados or similar
countries
• Language proficiency
• Utilization of local consultants
• Financial capability
A
shortlist of no fewer than three and no more than six firms will be invited to
submit technical and financial proposals for the delivery of the service. The
terms of reference and the contract documents will be made available to the
shortlisted firms only.
Seven
copies (one original and six copies) of the expression of interest must be
delivered in sealed envelopes clearly marked “Expressions of Interest to Design
and Implement a Solid Waste Education, Public Awareness and Training Programme
- Barbados” to the address below no later than 1600 hours on 20 December 2002.
Late submissions will not be accepted.
