The
Ministry of Water & Housing, with assistance from the Inter-American
Development Bank (IDB), is embarking upon a community-driven Rural Water Supply
Programme in which the beneficiary communities will be participating in part
financing, identification, planning, design, construction, operation,
maintenance and management of the rural water supply and sanitation projects in
their communities. In addition to extension of potable water and sanitation
services to communities, one of the main objectives of the program is to
generate a “demonstration effect” to implement the program’s methodology in
other areas of rural Jamaica.
The
Ministry wishes to engage the services of a consulting firm to provide the
Rural Water Programme with promotional outreach services and developing a
public awareness campaign of the program. The consulting firm will also
successfully promote the goals, objectives, activities, methodologies,
procedures and conditions of participation of the Rural Water Programme to
eligible communities and other stakeholders.
The
Government of Jamaica now invites eligible consulting firms or joint venture
partnerships from the IDB’s member countries to apply for prequalification.
The
consulting firm should demonstrate experience in the design, preparation and
implementation of promotional campaigns geared towards creating an awareness of
specific programs or issues in rural areas of Caribbean/Latin America, an
extensive knowledge of the communication-related characteristics of rural-based
communities, an excellent track record in the effective use of combined media
and promotional techniques to engender positive responses and actions in the
targeted audience, proven ability to manage promotion projects in a timely
fashion and an ability to provide/obtain cost effective response through the
use of innovative promotional strategies.
The
criteria for evaluation of prequalification documents shall be as follows:

Consultant’s
qualifications, relevant experience and demonstrated success: 30 points
·
Consultant’s
relevant experience in the Caribbean / Latin America: 10 points
·
Qualifications
and experience of the key staff proposed: 30 points
·
Extent
of participation of local consultants among key staff in the performance of
assignment: 10 points
·
Financial
strength of the company: 10 points
·
Experience
in transfer of technology: 10 points
Four
top ranking consulting firms shall be selected and invited to submit technical
and financial proposals. The request for proposal documents shall be issued to
these four firms.
Sealed
submissions, in English, inclusive of all relevant enclosures, in a plain
envelope clearly marked “Prequalification for the Promotion Outreach
Consultancy Services” must be delivered to the address below by 25 September
2002 at 1000 hours. The submissions shall be opened at 1030 hours on the same
day, in the presence of the firm’s representatives who choose to attend, at the
same address.
