São Paulo State Government from the Federative Republic of Brazil negotiated a Loan Contract with IDB – Inter American Development Bank, amount of US$ 34 million, to cover the costs of its "Programa de Ação em Cortiços – PAC", US$ 70 million, a four year duration Program aimed to enhance the dwelling conditions of the low income people living downtown in the biggest cities of the State.

"Companhia de Desenvolvimento Urbano e Habitacional do Estado de São Paulo S.A. – CDHU", the execution agency for the Program, will contract consulting and engineering services and buy goods and services to implement the Program, according 8666 Brazilian Law Rule and Loan Contract - Annexes B and C. The services bidding schedule will be as following:

• General Management and Social Support to the Families - International Bidding with Pre-Qualification, IDB Rules for Consultancy Selection Rules – Due Date: First Semester, 2002.
• Acquisitions of Goods and Services for the Program General Administration – National Brazilian Bidding – Due Date: First Semester, 2002.
• Monitoring and Auditing - National Brazilian Bidding – Due Date: Second Semester, 2002.
• Sector Urban Design Development - National Brazilian Bidding – Due Date: First Semester, 2002.
• Architectural and Engineering Designs - National Brazilian Bidding – Due Date: First Semester, 2002.
• Diagnosis of São Paulo State Housing Policy and Recommendations for its Improvement - National Brazilian Bidding - Due Date: Second Semester, 2002.
• Companhia de Desenvolvimento Habitacional e Urbano de São Paulo´s Organizational Review Consulting Services - International Bidding with Pre-Qualification, IDB Rules for Consultancy Selection Rules – Due Date: First Semester, 2003.
• Low Income Families Housing Leasing Guaranty Fund Viability Study - International Bidding with Pre-Qualification – Due Date: First Semester, 2003.
• Program Publicity Campaigns, Seminars and Congress Organization - International Bidding – BID pre-approved short lists – Due Date: First Semester, 2002.

National and IDB’s members countries companies, isolated or in association, will be invited to present proposals for the biddings.
