Education Sector Enhancement Programme

Supply and Installation of Academic Software

The Government of Barbados (GOB) has received a loan from the Inter-American Development Bank (IDB) toward the cost of the Education Sector Enhancement Programme, which is designed to help the Ministry of Education, Youth Affairs and Sports (MEC) implement education reform to ensure that every individual is provided the opportunity to achieve his/her full learning potential.

 

A portion of the loan proceeds will be used for the procurement of computer software. Such procurement shall be subject to the provisions of the loan agreement between the MEC and the IDB.

 

The scope of this procurement is for the supply and installation of academic software in the Phase 1 schools.

 

For tendering purposes the items have been grouped into the following lots:

 

•Lot 1 (IAS1): Academic software (awarded on a complete lot basis)

•Lot 2 (IAD1): Curriculum development and training (awarded on a line item basis)

 

Tenderers may quote for all or any of the lots. The purchaser reserves the right to award less than all items in a lot.  Tenders are invited from eligible suppliers of IDB’s member countries for the supply and installation of the items.  All corporate tenderers must include with their bids a copy of the company’s Certificate of Incorporation as evidence of the fact that it is an existing registered company as of the submission date. The certificate must be in the name of the tenderer. Failure to provide such certificate will render the tender void.

 

Local tenderers are advised that the above- referred certificate means a Certificate of Incorporation issued under the 1985 Companies Act of Barbados or, where applicable, a Certificate of Continuance and/or a Certificate of Amalgamation, or a Certificate of Amendment. Certificates must be dated after 31 December 1984.

 

Tenderers should be aware that the provisions of the Labor Clauses (Public Contracts) Act: CAP 349 shall, in so far as they are applicable to the tender, apply to any contract made in respect of the tender. Full details of the conditions of the Act may be obtained from the Chief Labor Officer, Old National Insurance building, Fairchild St., Bridgetown. Tenderers should submit the certificate required by paragraph 3 of the schedule of the Act with their tender. A copy of this Act and a compliance form are included in the bidding documents.

 

The successful tenderer(s) will be required to enter into a contract drawn up by - or in a form approved by - the Solicitor General or another approved Legal Officer in the Public Service. If the successful tenderer is not a Barbadian company, the company must register under the Barbados Companies Act CAP 308, before entering into a contract with the purchaser.

 

There must be a surety for the due performance of the contract required by way of one of the following methods: (a) a deposit with the treasury of a sum of money or approved securities to the value of no less than 10 per cent of the contract price; or (b) a bank or accredited insurance company whose liability shall not be less than 10 per cent of the contract price (the cost of obtaining such a surety shall be the responsibility of the contractor who need not specifically make arrangements for such surety unless and until his tender has been accepted); or (c) satisfactory personal sureties.

 

For goods and related services that the bidder will supply from within Barbados prices shall be quoted in Barbados dollars, Value Added Tax (VAT) inclusive. For goods and related services that the bidder will supply from outside Barbados prices shall be quoted in Barbados dollars or no more than one freely convertible currency and must match the primary currency of that country, VAT inclusive. Tenders will be evaluated in Barbados dollars based on the exchange rate set by the Central Bank of Barbados on the date of bid opening.

 

Bidding documents may be obtained from the Project Manager, at the first address below, between 0830 and 1630 hours (Barbados time), Monday through Friday, upon payment of a non-refundable fee of BDS$ 100, or its equivalent in a freely convertible currency, in the form of a certified check or an international money order payable to the Accountant General. Queries may be directed to the Education Project Implementation Unit.

 

All bids must be accompanied by a bid security in the amount of 2 per cent of the bid price. Completed price schedules, bidding forms and the bid security must be delivered in sealed envelopes marked “Tender for the Supply and Installation of Academic Software” to the Chairman, Special Tenders Committee, at the second address below, no later than 1630 hours (Barbados time) on Wednesday, 4 December 2002. Tenders must be placed in the Tender Box located at the Central Purchasing Department.

 

Bids will be opened at the Central Purchasing Department, in the presence of the bidders’ representatives who choose to attend, at 1030 hours (Barbados time) on Thursday, 5 December 2002. Tenders received after the closing time and date will not be accepted.

 

No tender will be considered unless it complies with the conditions set out in this notice and in the bidding documents. The GOB does not bind itself to accept the lowest or any tender.
